Community Survey Resiliency Best Practices

The City wants your opinion! The City is seeking community input on resiliency following a natural disaster, such as major storms, flooding events, and sea level rise. Your input will inform the City’s priorities for establishing resiliency best practices for the Palm Bay community. The survey will be available through January 31, 2024.

Join the City on Tuesday, December 5, 2023 at 6 PM in Palm Bay Council Chambers to learn more about resiliency best practices and policy considerations from East Central Florida Regional Planning Council (RPC). Residents and stakeholders will receive an overview of the vulnerability analysis prepared by the RPC, funded by the Florida Department of Environmental Protection (FDEP)’s Resilient Florida grant program.

In September 2022, the City of Palm Bay was awarded a grant of $100,000 by the Florida Department of Environmental Protection (FDEP) under Governor DeSantis’s Resilient Florida grant program to conduct a Social & Economic Vulnerability Assessment. The City, in coordination with the East Central Florida Regional Planning Council conducted a comprehensive assessment and analysis of critical assets in Palm Bay. Critical assets, as defined by Section 380.93(2)(a), include roads, stormwater, utilities, and public facilities.

The Resilient Florida program is a statewide effort to enhance a community's resilience planning in relation to the "Peril of Flood" for coastal communities, specifically those having a Coastal Management Element within the adopted Comprehensive Plan. The citywide Vulnerability Assessment will identity critical assets vulnerable to flooding and sea-level rise. The Assessment will encompass a comprehensive evaluation of public infrastructure, facilities, land uses, and future flood scenarios to enable the City to develop strategies that will enhance community resilience to flooding throughout the planning horizon of 2100.’

The East Central Florida Regional Planning Council (ECFRPC) was established in 1962 as an area-wide association of governments, represented by 32 council members and a skilled staff providing technical assistance to governments and organizations on regional issues such as land use, environmental protection, emergency preparedness, economic development, and transportation. The ECFRPC represents eight counties known as the East Central Florida region, which includes Brevard County.  

Through proactive planning and partnerships with state agencies like the East Central Florida Regional Planning Council and the Florida Department of Environmental Protection (FDEP), the City is committed to fostering sustainability and resilience in Palm Bay.
